The Commonwealth of Virginia Board of Education met on Wednesday, June 27, 2013 for Final Review of seven items under the Consent Agenda, a mix of thirteen Final Review and First Review Action /Discussion Items followed by two reports. The following are items of interest for VASSP members.
Agenda Item I: Final Review of Recommendation by the Advisory Board on Teacher Education and Licensure (ABTEL) to Revise the Licensure Regulations for School Personnel (8VAC20-22-10 et seq.) (Proposed Stage)
Summary of Issues:
8 VAC 20-22-40 Conditions for Licensure – The amendments include the requirements that individuals seeking initial licensure provide evidence of training or certification in emergency first aid, cardiopulmonary resuscitation, and the use of automated external defibrillators, as prescribed in House Bill 2028 and Senate Bill 986. (Note: as entered in a previous blog – June 10 “Questions and Answers to HB2028 and SB 986”)
8 VAC 20-22-50. Types of Licenses; dating licenses – The amendment revisions would include the issue of a provisional license for two years, add the Online Teacher License as a five-year, renewable license valid only for teaching online courses and the addition of the Teach for America License as a two year provisional license.
8 VAC 20-22-140 – 8 VAC 22-20-670 – The amendment revisions for Administration and supervision preK-12 includes the revision of the alternate route to add an option of a combination of graduate-level coursework and a researched based program approved by the DOE.
Several other revisions were made to the proposed Licensure Regulations for School Personnel including the addition of “Principal of Distinction” to the name of the Level II endorsement in administration and supervision preK-12.
Agenda Item L : Final Review of Recommendations of the Advisory Board on Teacher Education and Licensure for Passing Scores for certain licensure assessments – Praxis Middle School English Language Arts, Praxis Middle School Mathematics, Praxis English Arts: Content Knowledge Arts and Praxis Mathematics: Content Knowledge. These revisions will, according to Dr. Patricia Wright, State Superintendent for Public Instruction will be a “big step forward to set rigor and expectations for new teachers in Virginia.”
Agenda Item Q : First Review of Proposed Growth Indicators in Response to the 2013 Acts of the Assembly.
This item fostered much discussion among the board members and Dr. Wright. “As of now, the growth indicator formula has not been determined by the state board” according to Dr. Wright. “This is a “work in progress and it (the formula) will have many components” she also noted. One of Dr. Wright’s comments is the equity issue between schools. “There are minimum requirements that help level the field between schools who are not able to offer all of the bells and whistles that larger schools have. ” The Student Growth Indicators will be reviewed by the Board in July.
