While in the meantime we appreciate the Administration’s NCLB waivers that will give states temporary relief in some areas, we prefer a reauthorized bill.

VASSP/NASSP worked hard to voice our recommendations for the Senate bill as introduced by Chairman Harkin (D-IA), and are happy to report many advocacy “wins” for school leaders and for secondary schools in the bill that was approved by the Senate Health, Education, Labor, and Pensions (HELP) Committee on October 20 (http://nasspblogs.org/principalspolicy/2011/11/nassp-advocacy-scores-wins-in-senate-esea-bill-and-waivers/). However, other parts of the bill still concern us (primarily the inclusion of 3 school turnaround models-transformation, turnaround, and strategic staffing-that still require the replacement of the principal) and we continue to work with Senate committee staff to attempt to revise the relevant language.

NASSP has met with House committee staff to share ESEA recommendations and at this point are waiting for their expected final two (2) ESEA bills to be introduced: one on teacher and leader quality (addressing evaluations) and one on accountability. Without knowing the substance of these two bills that will provide the real “meat” of their overall ESEA package from their piecemeal approach with separately introduced, smaller bills, VASSP/NASSP cannot yet say if we are in a position to support these last two bills or not. House Education and the Workforce Committee members have such disparate views on the federal role in education that we suspect it may be a while before they can reach enough of a “middle ground” to pass these two remaining bills either out of Committee or on the House floor.

VASSP/NASSP opposes two House ESEA bills that were approved by the Committee, HR 1891, the Setting New Priorities in Spending Education Act (see http://nasspblogs.org/principalspolicy/2011/05/house-committee-approves-%E2%80%9Ckill-bill%E2%80%9D/) and HR 2445, the State and Local Funding Flexibility Act (see http://nasspblogs.org/principalspolicy/2011/07/new-esea-bill-to-provide-more-flexibility-for-districts-but-could-be-costly-for-disadvantaged-students-2/).
